The artifact quality is decided by an average of the relevant skills plus modifiers from some cultures, buildings or events. The artifact's effects will depend on the inspired character's traits. Once an inspired character is financed they will start working on the artifact. If the player is a young child, they will not be able to finance an inspiration the player must wait until they are at least 13.
The greater a court's Grandeur the higher the chance that an inspired character will choose to visit it. The cost depends on how skilled the inspired character is. They will travel from court to court seeking a King or Emperor who will finance them with Gold. If the Royal Court DLC is installed landless characters occasionally gain an Inspiration, allowing them to work on creating an artifact. When offered, the artifact can also be destroyed to lose 10 Stress or improved for a moderate amount of Gold. The chance is increased to 25% if the game was played for a county.
